A colleague at work recently told me the joke below. It reminded me of
managers in IT environments who make decisions based on factors other
than technical relevance, the so called layer 8 level. Ever heard of
layer 8? The OSI (7 layer) reference model (physical, link, network,
transport, session, presentation, application) is widely referred to in
networking technology. Layer 8 refers to variably the "political",
"management", "people" or "money" layer, or some other element that is
being denigrated as being technically irrelevant and therefore stupid.
Layer 8 problems often occur and we never put them in our CVs (read
